My friend welds and powder coats for a living. How hard would it be to create custom exhaust pipes? would it just be steel tubing shaped and welded or does there have to be something internally in the piping as well.

Most states (Including Florida) require baffles in the pipes... Of course there are many people running around without them, but that is the law...
If you use straight pipes (not slip ons) then you will open up the exhaust flow significantly and will require rejetting and shimming...

What about all the custom chopper riding around, every one ive seen on he road around here is ridiculously loud. I know exhaust is supposed to be silenced by baffles here. I ride with mine pulled out and its still not as loud as most of the Harley's that ride by and definitely not as loud as the choppers. Is it possible to use pipes made for a chopper on the magna or does it have to be custom fit to mount to the magna. Im talking about straight pipes not slip ons

What kind of exhaust do you have now?

either way you go about it, you're going to have to rejet the carbs, which is something you said you don't want to do. btw, the little endplate thing you took off from the stock pipes is not the entire blockage/restriction inside the muffler. there is more stuff in there up further to restrict to sound. there are some pics on here somewhere showing that. if you were able to take all that out, then your exaust would be a lot louder, but you will still have to rejet.
