Broken Speedometer/odometer

New owner. Speedometer and odometer don't work. I am learning as I go. I took it apart and somewhere online it said that the top part was supposed to spin when the bottom is connected at the wheel. It's not though. Does that mean I need speedometer cable oil? Or a whole new cable? Something in the bottom part is what I'm thinking

You did not mention what model you are working on. The V65 is notorious for the speedometer locking up internally and snapping the cable in two. The only thing you can do is get another used speedometer.

Whatever model you have, take the cable loose on both ends and spin one end to see if the other end is turning. If the cable is broke, you need to find out whether the speedometer is locked up. These cables don't just snap due to wear.

If your cable is working properly, stick the end back into the speedometer and try turning the opposite end with a small pair of needle nose pliers after you have removed it from the gear mechanism down at the front wheel. The cable is held in place with a phillips head screw. Everything should turn smoothly. When you put this back together, be sure to realign the flat tang in the gear mechanism before you tighten it up.

If all of the above checks out, then you need to remove the front wheel and take off the speedometer drive gear mechanism that is mounted on the side of the front wheel (the axle goes through it). Make sure it is turning freely (clean it well and re-lube before you install it).

It's going to be one of these 3 items above.

My 10 cents worth (inflation) is that your post sounded like you took the cable off the speedometer and tried to turn it.  That is good to do, but it should NOT turn when the wheel is motionless.  It turns when the front wheel does; only much slower.  If you pull the cable out about an inch, then it should turn freely.

If you decide you need a new cable and a 44830-MB1-000 fits your bike, let me know.  I have a brand new one that I'll give you.

If you lift the front wheel off the ground and spin it, the end of the cable at the speedometer will turn if the cable is intact and the gear drive at the wheel is in good working order..
