Title: mounting sissy bar

ok guys i am at a loss. i am trying to mount my bar on my 94 but i can not figure out if the brackets mount on the outside of the fender chrome or if they go behind it ? also if they go on the outside do i have to have longer bolts?

The brackets mount on the outside of the chrome with a washer-like spacer in between the two so the chrome surfaces don't touch. You will need longer bolts. Honda will carry the spacers and the chrome head bolts if you don't have them.

I purchased a backrest, mounting brackets, and luggage rack (all oem) off ebay for my 99 Magna.  Went to put it on and noticed the chrome bolts that go back thru the brackets and into the rear fender are a tad short.  They are 2.5 " .  What length of bolt is needed?  Any one have any links to a site where i can order the correct bolts?  My nearest Honda dealer is 100 miles away.  Thanks much.

Try www.hondapartsdirect.com.  The longer bolts are 2 9/16" long and you'll need 4 special spacer washers that go between the fender chrome and the sissy bar bracket.
