Symptoms
1. After carb jet and shim job, extremely hard to start. Ran the battery down, hooked up a starter/charger and repeated tries, in-between to let the starter cool, it finally started.
2. When fuel runs out (if not switched soon enough) and switched to reserve it will die until you can coax it into starting back up.
3. Switched to Reserve at 82 miles.
Checked the petcock and pulled out the gas tank screen, all was clear. Next was to go further down the feed line to the Vacuum Shut-off valve. Here I found gas on both sides of the diaphragm, should only be on one side the other vacuum side should be dry unless someone can enlighten me as to why.
I didn't see a hole and would think it would have to be a decent leak for this to occur unless there is little vacuum to work with. The vacuum line looks to draw from the forward right intake so I still could have a partial blockage towards the carb area.
I could do a couple of test.
1. Run the carbs out of fuel and blow in the line that feeds the carbs and attempt to notice blockage.
2. Since the carbs will be empty when I reinstall w/another diaphragm I will know how difficult the bike will be to start.
3. Does anyone have a extra diaphragm (locally) in case I can't locate one in the Dallas Mid-cities area?
What it looks like.

The vacuum side and you can see it's wet, should be dry.

Here is the plunger which shuts off fuel delivery to the carbs when your engine is off.

No there should not be fuel on the other side there is a good little vacuum when the engine is running. If you need the bike then until you find one since the old one is bad you can cut the middle of the flap out just leave the sealing part leaving like an Oring to seal the pieces together.
The fuel will just be cut off at the petcock instead of the diaphragm...
If you only said this a few days earlier-- i just sent the one off my mike to another forum member who suspected the same thing... :( i eliminated mine completely. it's easier/cheaper to do that than to buy one new. i think they run 50-80 bucks new. i have one line from the tank going into a fuel filter that splis the line (1 in/2 out) and run the two lines to the carb banks. not that hard to do either. just a thought. :)
Chad, I considered leaving it off but prefer to keep it stock. If the needle valves in the carbs stop working than overflow sets in. On vintage bikes a few guys sheared their starter pin due to gas running into cylinders, when they hit the starter too much displacement was taken up with fuel. Not saying that would happen here.
Thanks for the thought, I was too tired to work on it earlier to snatch up yours. They are between 35-50.00 total.
Hopefully this is it.
I see them on Ebay there was just one on there for cheap...
Allen, I saw that one also. I was hoping to know before the auction closed but I was too darn tired. Thanks
Well i have his email if you want to ask him about the part he may sell it if it did not sell.. Here it is cfdistributing@msn.com

On my one test to Waco and back this seemed to correct my fuel issue. I ran the fuel down in the carbs to see how fast gas would refill the bowls when installed. It also appeared to pump somewhat when I hit the starter looking at my fuel filter. If not for the somewhat large paper fuel filter this might not make a difference.
The vacuum has a pulsating feel as I ran the motor so I could see how this might act as a semi-pump verses just a fuel cup-off.
No joke, bowled a 299 sunday night on the wii. On my last frame my 6 pin didn't kick out the 10 pin. I spared it making a 299. Highest score yet. My previous was a 242. Pro in golfing too. 8-)
