What is this "Winter Storage" thing you are referring to???
I would use silicone spray, just be careful the 1st time your ride!!!

Put nothing on them. Natural oils in the tire are distributed by its flexing as it moves along a surface. Clean your tires with a good soap and rinse process. If you can, lift the bike so the tires are not setting on the surface of the ground to prevent flat spots. A cool dry place is better than a warm/hot place to store them.
Ideally, taking the tires/rims off and bagging them would be the best (it's a lot of work of course).
