2005 Vstar 650 wont start

I have a friend who let his bike sit up all winter.  We have been talking about getting it started so I suggested he drain any gas he has in it.  Put a couple of gallons in a can of seafoam turn it over till he has the carbs full of gas, let it sit then try to start it.  Still will not start.  May not have let it sit long enough with the seafoam.  He has put new plugs in it.  But the right bank plug when he pulled it out was dry.  Do we need to let it sit longer, he only used about 6 oz of sefoam, told him to add some more. 
Anyone know how hard it is to get to the carbs?  Or anyu other suggestions?
