carb question

gas mileage on my shadow has been poor pulled the plugs they are black and sooty this means its running rich right? do I turn the mixture screws in or out, and would putting in a hotter plug help? Thanks for you input.

Jerry I would start with your air filter, when they get dirty they decrease in the incoming air, thus making it go rich.
