I guess I should have picked my words better in the original post.  There is not actually any moisture under the glass at the moment, but there is residue and spotting from water/condensation having been there at some time.  It is more of an annoyance than anything, but when the sun is shining directly onto the speedo and tach, it becomes very noticeable, much like a dirty windshield when driving into the sun.

ENGINEER!! I sure hope it's electronics and not mechanical , I sure would hate to find that out about a friend :D :D :D...

Not to worry, Charles -- they would never have let me graduate as an ME -- I hung out at the bottom of the class in both dynamics and indeterminate structures!!

You know how to tell a Mechanic from an Engineer don't you?

The mechanic will also wash his hands BEFORE he uses the urinal...

Well rats!  All my ideas are worthless in fixing that problem!!

Why don't you post a problem we know how to fix??

Not being able to locate my info, here is a simplified way, in the photo, I was talking about. The rings on these are crimped around pretty good. I do have one of these speedos left I can post a photo to show you. I wouldn't use a dremel to cut at this point.

I think this might be a factory issue, because my Tach has swirl marks on the inside of the lens from what appears to have been a dirty rag, and the speedometer has dried water spots on the inside as well, both are only visible when the sun hits from a particular angle, and apparently both are unclean able without precision cutting.

Yep, that is the conclusion I have reached.  It's too bad Honda didn't do a better job of weather proofing them.
